The full text of the proclamation follows.
WHEREAS: The World Wide Web has become a vital instrument of communication, collaboration, education, creativity and commerce in the lives of so many, in this Commonwealth, country and world; and
WHEREAS: The World Wide Web Consortium has, since its inception ten years ago, developed the open, interoperable standards that provide the foundation for today's Web; and
WHEREAS: The World Wide Web Consortium's global team, members, and public contributors continue to lead the Web to its full potential by developing new Web standards to support the exchange of a broader range of information, through new kinds of devices, and to all people around the world; and
WHEREAS: The World Wide Web Consortium has, through its good work and concern for the diverse users of the Web, earned their respect, trust and support,
NOW, THEREFORE I, MITT ROMNEY, Governor of the Commonwealth of Massachusetts, do hereby proclaim the month of December 2004 to be
and urge all the citizens of the Commonwealth to take cognizance of this event and participate fittingly in its observance.
