We, W3C members, ACCESS Co., Ltd., Matsushita Electric Industrial Co., Ltd., NEC Corporation, Fujitsu Limited, Mitsubishi Electric Corporation, and SONY Corporation, hereby submit to the Consortium the following specification comprising the document(s) linked below:
which collectively are referred to as "the submission". We request the submission be known as the "Compact HTML" submission.
The Internet infrastructure has been developed all over the world, and nowadays there are a variety of devices equipped with the Internet-access function, from TV sets to wireless cellular phones. The HyperText Markup Language (HTML) is widely accepted and spread as the standard of the WWW(World Wide Web) document format. The "Compact HTML" proposed here defines a subset of HTML for small information appliances such as smart phones, smart communicators, mobile PDAs, and etc. Such a certain level of HTML is strongly required as a guideline from the manufacturers of small information devices, service providers, carriers, and software developers. Since "Compact HTML" is completely based on the HTML recommendations, we can use millions of HTML-based content resources, various software tools, and public materials (textbooks, magazines, and web information).
The Compact HTML specification is originally designed by ACCESS Co., Ltd., and the notices about this should be included in any publication or distribution. Upon acknowledgment of the submission, ACCESS agrees that this specification may be freely distributed, published, used and implemented for the purpose of supporting the W3C recommendations.
ACCESS expressly disclaims any and all warranties regarding this contribution including any warranty that this contribution does not violate the rights of others or is fit for a particular purpose.

We suggest that the Consortium adopt the submission as a Recommendation. We also suggest that the Consortium make a new working group like "Mobile Access" or "Embedded WWW" for handling the several issues which will arise in non-PC information appliance area.
To help with this work, we expect to be able to provide non-resident document editing assistance to the Consortium.
Should any changes be required to the document, we would expect future versions to be produced by W3C process.
