Submission request to W3C (W3C Team Comment)

1. Open Digital Rights Language (ODRL) Version 1.1

which collectively are referred to as "the submission". We request the submission be known as the ODRL submission.

Abstract

The Open Digital Rights Language (ODRL) provides the semantics for a Digital Rights Management expression language and data dictionary pertaining to all forms of content. The ODRL is a vocabulary for the expression of terms and conditions over content including permissions, constraints, obligations, conditions, offers and agreements with rights holders. The ODRL is positioned to be extended by different industry sectors (eg ebooks, music, video, mobile, learning objects, software, etc) and to be a core interoperability language.

Change control

Should any changes be required to the document, we would expect future versions to be produced and maintained by W3C process.

Intellectual property Rights

Copyrights

IPR Systems hereby grants to the W3C, a perpetual, nonexclusive, royalty-free, world-wide right and license under any IPR Systems copyrights in this contribution to copy, publish and distribute the contribution under the W3C document licenses.

Additionally, should the submission be used as a contribution towards a W3C Activity, IPR Systems grants a right and license of the same scope to any derivative works prepared by the W3C and based on, or incorporating all or part of, the contribution. IPR Systens further agrees that any derivative works of this contribution prepared by the W3C shall be solely owned by the W3C.

The following are common or registered marks refered to in this request or the submission:

IPR Systems agrees that the trade and service marks that are associated with and identify this specific submission (ODRL) will be governed by the W3C Trademark and Servicemark License .

Patents

IPR Systems agrees that, upon adoption of this submission as a W3C Recommendation, it will grant to any party a Royalty-Free licence under IPR Systems's applicable intellectual property rights essential to implement and use the technology proposed in the submission.

Suggested action

After the success of the W3C Digital Rights Management (DRM) Workshop and in accordance with the next steps outlined in the Workshop Report, we suggest that a DRM Activity be proposed to the Consortium for the development of a Rights Language. The Rights Language Working Group would be Royalty-Free.

Resources

To help with this work, we expect to be able to provide a full time staff member to lead and participate in the DRM Activity to the Consortium.
